I’m a bit disappointed. I expected that this would be a much more popular plugin.
I am aware of the fact that the Windows Live Writer team is not entirely responsible for this plugin. The point I was trying to make is that the Picasa team is completely letting down Windows Live Writer users. It just seems to be a case of the Windows Live Writer team not putting much time and effort into this plugin. The Windows Live Writer team could not care less about this plugin. I think Picasa would get far more downloads and feedback if the Windows Live Writer team would have at least tried to support this plugin.
This is a shame as I would have loved this plugin to work as advertised. I mean, when it comes to WordPress, plugins that do not work (or even do work but in a horribly flawed way) can really annoy a blogger. A plugin that actually works well and looks good is just great. Especially for Windows Live Writer users who are already used to a Windows Live Page style interface.
Then I will not be surprised if the Windows Live Writer team drops this plugin in future releases.
I will add my 2 cents in the hope that others will too. I have the same frustrations with Windows Live Writer and despite having used Picasa for years and years, the Windows Live Writer plugin will never work the way it should.

Here’s how to use the plugin.
To use the plugin, you must first install the Picasa plugin from the Live Writer Plugins tab. After installing the plugin, you need to make sure that the Picasa plugin is enabled on Live Writer. Go to the “View” tab, and then click the “Live Writer Plugins” tab.
You can disable the Picasa plugin on the plugin’s options page.
Make sure you sign in with your Google account when you use the plugin. If you don’t, you can’t view your Picasa albums.
You can now create your article without leaving Live Writer.
Click the Live Writer toolbar’s button to activate the Live Writer plugin.
To insert a photo from your Picasa albums, simply click the “Live Writer” button.
You’ll see a list of your Picasa albums, and the folders in those albums.
When you have a photo you want to insert, click on the photo’s folder.
On the next page, click the “Insert” button on the toolbar.
Then, on the insert page, click the “Inline” button.
Choose “Live Writer Picasa Torrent Download Plugin” on the Inline Options page.
On the Photo Insert Options page, you can adjust the properties of your photo.
Adjust the size and position of your photo. You can also change the watermark on the photo.
