Burke was born December 21, 1949 in Wilmington, Delaware.

Religious life
Burke’s religious vocation began when he attended St. Francis Xavier Catholic High School in Wilmington, where he and the other students converted to the Catholic faith. He received his B.A. degree from the College of the Holy Cross in Worcester, Massachusetts and his M.Div. from Boston College. In 1970, Burke entered Saint Paul’s Seminary in Saint Paul, Minnesota. He studied for the priesthood at the Priestly Life and Learning Center in Columbus, Ohio. He was ordained a deacon in 1975 and priest in 1976. He was named to the position of assistant priest at St. Stephen’s Episcopal Church in Wilmington, Delaware in 1975. He moved to Cape Cod, Massachusetts in 1977 where he was named assistant priest at the Church of the Ascension in Dennis, Massachusetts and then in 1979 became rector of the Church of the Redeemer in New Bedford, Massachusetts.
